Gatchalian favors ROTC revival amid PHL-China row

Valenzuela Rep. Sherwin "Win" Gatchalian on Tuesday said he is in favor of reviving the Reserve Officers' Training Corps (ROTC) as a pre-requesite for  graduation for male college students.
