NDRRMC: Death toll from Luis rises to 5; several areas still flooded, without landlines

The death toll from Typhoon Luis (Kalmaegi) rose to at least five as of Tuesday morning, while several affected areas remained flooded or without communication, the National Disaster Risk Reduction and Management Council said.
