The House of Representatives transportation committee on Wednesday urged the Department of Transportation and Communications (DOTC) and the Civil Aviation Authority of the Philippines (CAAP) to come up with a master plan about the use of Clark International Airport as an alternative airport amid the runway congestion affecting the Ninoy Aquino International Airport (NAIA).
