The Office of the Ombudsman has ordered the immediate filing of graft charges against former Local Water Utilities Administration (LWUA) chairman of the board Prospero Pichay Jr. and three other former officials of the agency over the alleged anomalous sponsorship of a chess tournament in 2010 amounting to P1.5 million.
