Batangas governor-elect Dodo Mandanas and former Senate President Aquilino "Nene" Pimentel Jr. on Tuesday urged the Aquino administration to release some P800 billion in Internal Revenue Allotment (IRA) back pay of local government units (LGUs) to kickstart the shift to federalism.
