The Office of the Ombudsman on Monday formally filed criminal charges against former South Cotabato representative Arthur Pingoy Jr., former Energy Regulatory Commission chairman Zenaida Ducut and several other former government officials in connection with their alleged involvement in the pork barrel scam.
