A proposal to reduce the Liberal Party’s (LP) size to a fraction of its membership in the recently concluded 16th Congress is stalling its talks for a possible alliance with the Partido Demokratiko Pilipino-Laban ng Bayan (PDP-Laban), House Speaker Feliciano Belmonte Jr. said Tuesday.
