The former officer-in charge of the Makati Social Welfare Department (MSWD) appeared before the Senate Blue Ribbon subcommittee investigating the corruption allegations against Vice President Jejomar Binay and denied that there are “ghost” senior citizens enrolled in the city government’s program for the elderly.
