Sen. Miriam Defensor-Santiago has submitted to the Supreme Court a resolution signed by her and 12 other senators saying the Enhanced Defense Cooperation Agreement (EDCA) between the Philippines and the United States is invalid and ineffective unless submitted to the Senate for its concurrence.
