The Commission of Elections (Comelec) is poised to award a P1.7-billion contract to Smartmatic-Total Information Management (Smartmatic-TIM) for the purchase of 23,000 new precinct count optical scan (PCOS) machines that will be used in the 2016 presidential elections.
