Justice Secretary Leila de Lima on Friday indicated that it was possible for R n' B superstar Chris Brown to leave the country even with a $1-million estafa complaint filed against him. De Lima, however, said Brown's camp had yet to apply for an emigration clearance certificate (ECC) with the Bureau of Immigration which could pave the way for his exit from the Philippines.
